NetOne CEO’s Lawyers Hit Back After US$1.2m Fraud Arrest – Learnmore Masunda Named as Mastermind

NetOne Chief Executive Officer Raphael Mushanawani has been arrested over alleged fraud involving US$1.2 million. His lawyer, Admire Rubaya, claims the charges are politically motivated and accuses businessman Learnmore Masunda of engineering the case to remove Mushanawani from his position. Rubaya says the payments were lawful, far below the alleged amount, and that no money was paid to Diztech as claimed.

ZACC alleges Mushanawani approved irregular contracts with Lunartech Solutions and Diztech without board approval, despite an existing US$3.5 million deal with Farevic Systems. The commission says fraudulent addendums were signed and a US$79,467 consultancy deal was pushed through. Rubaya insists the SAGE upgrade was necessary and board-sanctioned.

Masunda, who has not been charged, is reportedly linked to internal documents and briefings related to the case. Sources claim he has long sought influence over NetOne’s contracts and is using boardroom politics to push Mushanawani out. The arrest has intensified scrutiny over governance at Zimbabwe’s second-largest mobile operator.
