President Emmerson Mnangagwa has appointed Advocate Shepherd Manhivi as the new Executive Secretary of the Zimbabwe Anti-Corruption Commission (ZACC), effective 30 September 2025. A seasoned lawyer and governance expert, Manhivi brings nearly two decades of public service experience to the role, having served in key advisory and leadership positions across Zimbabwe’s legislative and oversight institutions.

Manhivi’s career includes pivotal roles at the Parliament of Zimbabwe, where he advised multiple portfolio committees, and at COPAC, where he contributed to the drafting of the 2013 Constitution. He also led the Zimbabwe Chapter of the African Parliamentarians Network Against Corruption (APNAC), advancing integrity and accountability within the legislature. His peacebuilding work at the National Peace and Reconciliation Commission and his electoral oversight as a Commissioner of the Zimbabwe Electoral Commission further underscore his commitment to institutional reform.
Holding degrees in law, public administration, and international relations from the University of Zimbabwe, Advocate Manhivi is expected to bring strategic leadership to ZACC at a time when public demand for transparency and anti-corruption enforcement remains high. His appointment signals a renewed push to strengthen the Commission’s operational effectiveness and restore public confidence in Zimbabwe’s anti-corruption framework.
