
The Government of Zimbabwe has announced a range of measures aimed at improving the welfare and motivation of civil servants and pensioners. As part of these initiatives, all civil servants will receive a once-off Special Presidential Bonus of US$150, to be paid in two instalments of US$75 each in November and December 2025. This payment will come in addition to their regular annual bonuses and salaries.
In a bid to further strengthen the public service remuneration system, the Government will implement the Job Evaluation Remuneration Framework in the first quarter of 2026. Additionally, the civil servants’ vehicle rebate scheme will be fully restored to 2022 benefit levels starting from 1 December 2025, in accordance with Statutory Instrument 124 of 2022.
To enhance health and wellbeing support, the Government is recapitalising the Premier Service Medical Aid Society (PSMAS) to guarantee sustainable access to quality healthcare for public servants. Beyond monetary benefits, it is also encouraging home ownership, with 26,000 housing stands allocated for civil servants — 20,000 in Harare and 6,000 in Bulawayo — and more planned for other parts of the country.
These interventions reaffirm the Government’s commitment to improving the livelihoods of its workers and pensioners while fostering a motivated, efficient, and responsive public service.
