Zimbabwe’s government has launched a legal offensive to confiscate properties and valuables linked to convicted businessmen Mike Chimombe and Moses Mpofu, who defrauded the state of US$7 million under the Presidential Goat Pass-On Scheme. The program, designed to uplift rural communities, was exploited by the pair in a high-profile corruption scandal that has shaken public trust.

Although sentencing is set for 17 November 2025, prosecutors have already initiated asset forfeiture proceedings. Authorities believe the stolen funds were used to acquire luxury homes, vehicles, and other high-value items, which are now being targeted for recovery under proceeds-of-crime legislation.

The case marks a turning point in Zimbabwe’s anti-corruption efforts, with the National Prosecuting Authority signaling a tougher stance on economic crimes. Legal analysts say the early move to seize assets reflects growing pressure on the justice system to deliver tangible accountability in cases involving public funds.
